Idk if this was brought up on the Eve vs Ursaal front, but Ursaal does seem to be stronger than Kregg? He only holds the advantage when he gets a surprise attack in. She also fought Anissa for a little bit in the middle of their fight.
I think the strength of Eve's constructs really does vary, because people actually did seem worried about Allen when she restrained him, but at the same time, Thragg's lower-level kids WERE a threat to her. Though, I'd also have to say, when anyone is scaling those kids, I would want to note that the Earth Viltrumites do seem to have gotten stronger over the course of 5 years, so they're presumably not just the same little 5-C guys they were a while back.
Eve's powers are meant to be pretty inconsistent in potency iirc.

Allen wasn't fighting at all being sufocated, his girlfriend was worried about him, but what does she know ?
I've already mentioned that a while back. Also 5-C is a pretty big low-ball as that's something even severely injured viltrumites would be able to exert
