Although I want to ask if they can actually freely go anywhere in time (eventually or after developing the skills)
Since the scan seems to show that the ability itself is difficult to pull off and they might be limited by their stamina or such

It's only for the users of the immortal function, and yes they can freely go to any point in time after they achieve this level of omniscience (forgot to change the description of immeasurable speed but it should be "eventually immeasurable") since it needs to accelerate from lowest level of light speed to Superluminal. Furthermore this will only apply if the said "immortal function" user also known as unlockers that are actually shown to be able to do it or atleast on par if not stronger than that Shirone, and not just anyone gets immeasurable speed through this.

The stamina thing is not really a problem bcs the immortal function gives the user infinite stamina(can be checked on Miro's pfp) as long as they're using the immortal function.
