There should probably be better justification for inFAMOUS's movement speed.

He should have specified speeds
On foot: Subsonic+
Cole, while on foot in game, has managed to outpace humans fleeing for their lives and later on can outrun swamp monsters who can easily cross large distances in a single bound and can blitz the Militia. Cole also managed to jump out of the way of a cruise missile at the last second. Cole also managed to run along a sinking ship and make this impressive jump, though he did have help from him Static Thrusters.
The missile he dodged closely resembled this short range US cruise missile
He never managed to keep pace with Kessler though. In fact, if you try to melter Kessler in game, he'll just zip away before you can get to him.
While using Induction Grind: Supersonic
Cole's movement speed while he is grinding on a wire should probably be bumped down Supersonic. The reason being he only has one calculated feat of him moving at supersonic speeds.
He never kept pace with a bomber jet in game or in a cutscenes. The only air vehicle he raced against was a First Sons spy drone, which has no proof of being hypersonic or even supersonic.
Kessler
Movement Speed: Supersonic
Kessler should scale to Cole while using Induction Grind. Kessler in game can zip around the Empire City crater in seconds, which has been confirmed in canon to take up 5-6 city blocks. Kessler can also casually cross rooftops with no effort whatsoever [(https://m.youtube.com/watch?v=963fARLIVmU at 6:30)].
Kessler can flash-step out of the way of Cole's lightning bolts, but make of that what you want.
David Warner
Movement Speed: Supersonic
Scales to Cole's Induction Grind speed. David also managed to catch up and blitz Cole while he was grinding, even though Cole had a massive head start.
Alden Tate
On foot: Below Average Human
Alden walked with a limp for the most part, and he needed a cane in order to walk. It took him a large amount of time to move from one place to the other.
With his powers: Supersonic

Sasha

Via scaling to Cole, Sasha also outran gunfire and blitzed a scientist.
Kuo
