inazuma thunderstorm

If I read correctly then, I read in one dialogue that Beelzebub created a thunderstorm that covered Inazuma's entirety. Can that count as feats?
 
Things like the creation of thunder storms do count as feats, it's part of Beelzebub's Attack Potency justification on her profile though you'd need to figure out some of the more specific details in order to properly apply that for the scaling. You'd need to ask questions like whether or not the feat is an extension of abilities the character makes use of or at the very least could reasonably use in combat, whether or not it consumes energy or stamina the same way other moves or abilities of the character in question do and how it is treated in terms of impressiveness or effort compared to other things the character does. Another thing to consider is whether or not the character does it by drawing energy from somewhere else since that wouldn't scale to their usual statistics then. These are less strict rules and more guidelines that can be used to identify serious implications to back up the feat being viable for scaling purposes.
