Impossible Man : what is his tier ? (with feats)

Nothing indicates that he could threaten the multiverse via raw power, and this was a non-serious joke story to start with.

He did not threaten the omniverse. He had just created a planet full of silly copies of Marvel characters.

Looking like Galactus does not mean as powerful as Galactus.

The Molecule Man was nowhere near as powerful back then.

What about being compared to Phoenix ?
 
That was just an avatar of the Phoenix, and it was a metafictional figurative speech regarding how the Impossible Man in this story represented the "Acts of Vengeance" crossover event, which Chris Claremont thought turned narratives ridiculous.
