The title is self-explanatory, just wondering if I need permission and what not.

You don't need permission to make a profile. Just follow the outlines of other profiles and when you're done make sure one of the staff approves.

how do i make it an official profile?

When you're done creating a profile on your sandbox, you copy the profile's source mode code and go to the top right of the page and click Add. Select blank page and then the rest should be self-explanatory.

Since you're creating a page for an already established verse, create another thread with a link to your sandbox and request for approval from an admin.
