No-one, 3-A only scales to the budget cuts, a specific hax only the announcer could use.

other characters can spend the budget and downgrade reality, as well add to the budget to turn it normal. They should be 3-A but only with the announcers laptop, so someone would have to specify characters other than the announcer, have the laptop in order to alter budget(hence 3-A with announcers laptop)

Only one character used the laptop in any meaningful way.
Plus I'm pretty sure unlike Announcer, who was going to erase the verse (Which could be considered AP). All this would be is reality warping with optional equipment

Actually, I'm pretty sure Announcer solos all of Dragon Ball, even Super, until he reaches Zamasu who he can't hit due to range. Everyone else does not resist plot hax/reality warping.

Announcer used the laptop to waste the budget, which when low enough was going to delete the show, other characters can easily use the laptop to spend and add money to the budget, so i thought they should be 3-A with the optional equipmen.

Oh yeah, I forgot to realise his hax, I don't think he can get rid of the G.O.Ds and Zeno though

He can, Zeno is still 3-D and needs to move his hand to Hakai, while Announcer uses his hax with a thought

arent the GODs together, their speed is equalized so he can move as fast as them but range is not so while he can move far he will just get out of his range and then delete while the GODs get haxxed

Castlevania: Dracula passives and nulls, Aeon stops time and BFRs him or pokes him once. Abstract says no
Mortal Kombat: He can't affect abstracts, so he gets yeeted by the bootleg Azathoth!
Hokuto No Ken: Hmmmm either Kenshiro Precogs and EE's Announcer or he gets budget cut, leaning more on Announcer taking it.
Jojo: He lost to this verse already, GER also exists and Kars can just understand
Demon Slayer: Yells gg
Killer Instinct: Not sure how he stacks up to Gargos and his passives, BFR-ing Gargos might be moot as he can just travel from the shadow realm or smth
Soul Calibur: I'm thinking Incon here, Soul Edge can't yeet due to Type 2 Inorganic but if Announcer is sent to Astral Chaos he's kinda stuck there it looks like.
Guilty Gear: Sol passives him gg

I always privately love to joke about how the Announcer that is equalized with speed will probably solo a lot of media. This thread is a good idea, and I will see if my favourite medias stand a chance.
Kirby of the Stars: Many characters can do the good ol' Friend Heart GG. I am pretty sure Dark Matter's corruption will do the trick as well. Four would be a way better combatant than the Announcer.
Doki Doki Literature Club: Just Monika.
Battle for Dream Island: Maybe I should save this for a VS thread. It's really just Announcer VS Four. My guess is that Announcer wins because it was said that the entire show was going to end, but Four was unavailable at that time.
Undertale: I guess Flowey can simply get the human souls, fight the Announcer until the end then reset time to win with ease since the Announcer doesn't have acausality.
Sonic the Hedgehog: The series probably has some hax that can be used to overpower Announcer. Maybe the Chaos Emeralds can wish him away.
YOU and ME and Her: A Love Story: The god of the game can literally do almost the exact same thing the Announcer can do so that is a very interesting idea. I don't know if the Announcer can harm the god though.
Omori: The existence of Something is still being debated, however, anything notable against the Announcer takes place in Sunny's dream world so there is nothing stopping the Announcer from depleting the budget.
Yandere Simulator: This game is very realistic so there is nothing stopping the Announcer from depleting the budget.
Friday Night Funkin’: This game mostly contains singers, some characters have impressive feats and abilities to the standards of humans but not anything the Announcer can't handle.
Baldi's Basics in Education and Learning: I don't think any character has the ability to counter the Announcer, so the budget will be gone.
Henry Stickmin: MissingNo and CorrupTick will probably pose a threat to the Announcer.
Among Us: This game doesn't have strong enough characters to defeat the Announcer, but maybe technology manipulation will work.
The Amazing World of Gumball: The Universal Remote will probably get rid of the Announcer.
Pikmin: This series certainly has nothing stopping the Announcer from depleting the budget.
Out of the medias I like the most, I am surprised that there is a good variety with the outcomes. Some outcomes have the Announcer stomped, some outcomes are not very clear, while other outcomes have the Announcer win with ease. Thank you for making the thought-provoking thread.

Oh I have a great idea: the Universal Remote is a weapon so it can simply be sold by whoever is using it because of budget cuts and then there is nothing that series can do. The Announcer can easily deplete the budget of that series too then.
