While the possible upgrade to 2-B/A is stagnant why not revise a profile with stuff that should hopefully meet a lot less resistance
Ikora should have the "likely 4-B" like Saint-14 does and have the abilities of the arc and solar subclasses.

Here, the hypothetical battle between a future Player Character and Ikora is described as the greatest battle ever recorded in Callus' records. The PC is easily deserving of the 4-B tiering, having beaten every other profile made besides Saint-14 and being the strongest Guardian ever, and while she lost in the end their fight was described as even, with the PC matching her blow for blow instead of just annihilating her instantly like they do to some other possible enemies. Also clear example of her using arc and solar stuff too and due to her being a vanguard and teaching a PC warlock she should have those subclasses

Here, the PC's described as killing Osiris easily, though in all fairness destroying the entire race of the Vex probably caught him off guard. Why is this relevant? Well, Osiris is referred to by the ghost of the PC as possibly the strongest Guardian, and he mentored Ikora before being exiled from the city. He was peers with Saint-14 who already has such a rating accepted, and yet killing him's apparently easier than killing Ikora would be. Therefore, Ikora should have the high end on her file.

This explicitly states that Osiris and Ikora are the most powerful warlocks alive (they're the 2 united). Doesn't seem to account for the player character, but to be the strongest of about a third of all Guardians when doccumented examples of exceptional guardians defeating threats at this level exist should let her scale.
Also, she's already scaled to Oryx's shades. Some of those things are 4-B.

- Ikora's AP becomes "At least 5-C (Current justification), likely 4-B (Described as a much more challenging foe to overcome than Osiris, who is comparable to Saint-14. One of the most powerful warlocks alive)"
- Ikora gets the abilities conferred by the Stormcaller, Dawnblade, and Sunsinger subclasses. The abilities also go into notable attacks and techniques. This may take a little while to implement so I'll probably do the AP change first.
