Probably yes, but I feel that this one depends on the context.

If Character A scales to their own attack speed, then yes. If not, then no.

Depends on the context. Sometimes statements or calcs are ignored if they go against consistency or what has been already previously established for example.

1) Depends on context in my opinion.
2) everyone who can react to him in his ls attack will be atleast Ls.
3) Depends but when this happens the feats will be the one used and the statement would probably be disregarded or ignored unless if it's solved after some time.
(This is bassically the case most of the time unless if there is a certain compromisation or something like that etc.)

None of them are FTL. Unless it's a point blank or a really close distance attack, dodging won't make you scale to the attack.

It depends if the characters he fights react specifically to the LS attack.

Typically, feats>statements>WoG. In some cases in can be up for debate.
