Okay so,

Taskmaster has the advantage in skill and experience, Mirio has only been training at UA for 3 years, while Taskmaster went through shield agent training, spent time as an agent, and has also spent several years fighting superheroes beyond that. He also has the fighting skills of dozens of experienced fighters in his brain.

Mirio has the advantage in AP and has intangibility, but Taskmaster's feats have him fighting a lot of people stronger than him (how strong are low-ranking Asgardians btw?), and Mirio's intangibility has the weakness that he can't breath like that, so he can't remain intangible forever.

I'm leaning towards Taskmaster at this point, but I'll see what other people say.
 
Mirio's intangibility doesn't really have that as a "weakness". The way he uses it makes that meaningless. Because he makes body parts intangible to avoid that and only makes intangible the body parts he needs to (if they are being attacked or to get past defenses).
 
Actually Mirio gets volted whenever he punches, Tasky's suit has that thing on it which shocks and throws off peeps.

But regardless what's the AP difference, apparently Mirio greatly upscales from 3 tons?
