A soul is stated to be 9D and higher dimensional. Those higher dimensions don't qualify for tier 1. What kind of range do you need to reach thid soul?
 
you do realize there's no difference between tier 1 higher dimensions and non-tier 1 in terms of their nature and size right?
They litteraly are differenciated because there is such a difference.

the only difference is that one grants potency. the other doesn't.
that is mentioned in the FAQ page here
Do note, however, that them not qualifying for Tier 2 and above doesn't mean they are "fake" higher-dimensional beings or anything of the sort. It is simply that being higher-dimensional does not inherently mean they have infinite power in the first place, as explained above.

Depends on what is meant by "reach." If you mean just "Reach the point in space where the soul is," then you're talking about Interdimensional range. As explained here, the distance between two points in a coordinate space, regardless of its dimension, is finite and well-defined (Even if one of those points has one of its coordinates labelled at 0, and thus exists in a plane one dimension lower than the whole space), and always represented by a 1-dimensional path.

So, moving and affecting things across a higher axis is more or less the textbook definition of Interdimensional (Reaches beyond a single reality, but doesn't necessarily travel a universal distance).

Now, affecting the whole hypervolume of a higher-dimensional object is a different matter, since, as most people probably already know, any object is made out of infinitely-many (Uncountably-many, in fact) objects of one less dimension, so you would need a higher tier of range to span the entirety of that.
