I'm confused about the wording on the Civilization Tiering System regarding the highest tiers.
A Higher-Dimensional Civilization is defined as follows:
And here's the definition for a Transcendent Civilization:
My questions relate to the parts in bold. A Transcendent Civilization supposedly "controls the totality of existence", but what specifically does this mean? Does a civilization have to control the entirety of their verse in order to qualify, or is control over a metaphysical (1-A or above) layer of reality enough? If the former, then does a 1-A structure qualify as a "higher reality" under the definition of a Higher-Dimensional Civilization?

Higher-Dimensional Civilization: A civilization whose dominion and reach extends not only across numerous, if not infinite parallel universes, but also across higher-dimensional planes of existence and higher realities as well.

Transcendent Civilization: Civilizations / races who control the totality of existence, on a level so complete they are effectively all-powerful. The technology of such a civilization (If such a term even applies) is completely unexplainable by our understanding of physics.
