Why are the 2 rated as City level when they have no feats of that level? (i'm of course talking about Fullbringer Bankai Ichigo)

ichigo absorbed the reiatsu of six captains combined to reawaken his power alongside his fullbringer power. he also has a large town level calc where he dispersed the clouds in shikai. I don't see the issue with him being city level.
