Ngl Weiss kinda just stomps, Aura effectively invalidates Ashe's ice magic and shes kinda screwed in a cqc fight against someone as skilled as Weiss

Since you said 7C for Fiora and not low 7C, im guessing you meant you wanted to use the PROJECT Fiora key? Either way im going to use it since you said both characters are 7C.
Ok, so both Characters have things going for them. Weiss definetely has superior hax thanks to her summons, various abilities through her dust attacks and semblance, but Fiora has a few tricks of her own. Aside from being likely more experience with a sword compared to Weiss, Fiora's attacks can technically avoid durability thanks to Duelist's Dance (thought its hard to tell if Weiss's Aura would be affected that), she gains healing from said ability by targeting weakpoints, and by timing just right, she can become invulenerable thanks to Riposte.
It should also be stated that Fiora's armour can nullify magic, but IDK if this could be applied in this fight due to Aura being more soul related that being magic in RWBY, though it might work on Dust since despite being physical, Dust can't work outside of Remnant for some reason, so there's definetely something magical or esoteric about Dust.
Also, despite speed being equalized, Fiora can speed amp herself thanks to Duelist's Dance, Bladework, and Grand Challenge, and though Weiss can also do the same thanks to her time dilation, Fiora's is much more readily available.
I would say Weiss win's this more times than not, but given that Fiora's got a lot going for her as well, im going to wait until everyone else gives verdict before I give my final one.

I'm gonna assume that PROJECT Fiora scales to Darius's calc on the league page since no 7C feat exists for the PROJECT characters?

Fiora scales to 3.5949e14 joules wihile Weiss can oneshot monsters who are 1.21e14 joules, making Fiora a bit under 3 times stronger
Weiss has several options to outrange and camp out Fiora, and it's in character for her to use these options rather frequently
Issue with this is that Fiora can dodge almost everything Weiss throws at her with Lunge and Riposte, and if she gets close a single time she can nerf Weiss's speed with any attack, rendering Weiss unable to escape. Although Weiss's aura will protect her for a while, Fiora's comparable skill, AP advantage, speed buffs, invul frames, and paralysis can cripple Weiss until her aura breaks, in which Fiora just slashes her in half with her dura negging sword
Weiss's only wincon is keeping Fiora away for the entire fight, which is unrealistic against someone with multiple methods of closing the gap

As far as I understand, Weiss's Ap tier has been dropped. Fiora will also be dropped soon. I noticed that there is an error in the AP tiers of Low Tier characters in LoL. There is no evidence that the characters said to be comparable in Codename Fiora's 7-C Ap description are 7-C. Likewise, there is no evidence of L7C in Base form. As far as I understand, low tier LOL characters were given a tier based on Malphite's calculation. However, there is no evidence that many characters in the game are stronger than or comparable to Malphite. In particular, there is no evidence for characters like Fiora, Master Yi, Akali to be considered in the same league or comparable AP to Malphite. So Base and Project Fiora should probably qualify as Unknow tier.
