I/O Downgrades

I've noticed that all of the mid-tiers in I/O are ranked as omniscient in intelligence while the mid-high tiers (Marduk and Ashur) are only ranked as nigh omniscient.

My problems with this:

1. Why isn't such a high ranking explained and justified in the statistics? A story with nine omniscient beings this (excludes Sakuya, Mutsuki, and Divine Presence who a are guaranteed omniscient beings) is not plausible without proper explanation. Especially when they make up the majority of the cast.

2. Information is primary in I/O. Omniscience could be considered all information right? Then if Hinata is omniscient and Marduk is only nigh omniscient, why is Marduk superior? (using this logic of course)

3. Manipulating all information =/= omniscience. In the Masadaverse, the the Hadou/Gudou gods are above all concepts, and are the source of even information itself (all information) yet are not fully omniscient. At best they are locally omniscient or omniscient from their own perspective. A similar argument can be made with Demonbane, yet those characters aren't believed to be omniscient (fully) either.

I suggest a downgrade to nigh omniscient for all characters that aren't Kawahara Sakuya, Mutsuki, or the Divine Presence.
