Actually, they are two different things. Tau Nebula is an alternate dimension/universe. It was hinted in the episode where Mimete was killed. Also, that episode has Germatoid saying that Pharaoh 90 will eat the Milky Way.

After the awakening of Mistress 9, Germatoid says that Pharaoh 90 is an alien energy entity and ruler of Tau Nebula.

I think it's based on two things:

There's an episode where Tomoe references a living universe that's heavily implied to be Tau Star System. It's the same episode at the observatory I believe.
During the final moments before Pharaoh 90 breaches the portal, he seems to expand and become the entire tau star system.
