Even if Undyne gives Power the shield thing, Power still has to keep up with the danmaku to properly block the attack and she has never seen dealing with danmaku before. Her regen might allow her to continue fighting for a bit

That attack doesn't take more effort though? The falling would hardly provide ANY energy to a Small Building level attack. Almost all the energy would come from her swinging it. And the fact her hands can endure that level of energy from swinging the hammer means her durability scales fully to the attack, and via scaling, she can hurt people who scale to her.

In the case of attacks that are explicitly stated to be above their limits by themselves, that's fine. But that's not stated to be the case with Power. This is a casual feat against a fodder Demon.

It wouldn't scale to her durability fully because not all of the force would be applied on her hands. Humans would get street level durability with your logic
