TBH it's redundant.

Before Reinhard got downgraded, Emprah descisively won, then he was downgraded and it was removed.

And honestly, Emprah is overkill, fairly certain Kharn and Horus take care of Reinhard no issue. Let alone someone who makes Eldrad and Abbadon look like chumps.
