Being 4km apart that would greatly benefit the sniper girl, Shin range isn't that far.
If he could like sense her and hide, maybe he could survive, but he only senses Legion and not people in general, so i doubt it.
If Reki misses the first shot, or it's not fatal, then he could probably hide, while moving closer, but Reki's certain hit rate is 2km so i am not seeing it.

Tbh 4 km range might somewhat benefit him too because it means that he has time to hide and take cover. Otherwise, Reki could start sending bullets his way instantly.
Although, I of course think Reki takes it. She's a pro-sniper so she will find a spot that makes for a good vantage point, that one can't easily approach without her noticing, and snipe from there. Being an excellent spotter as she is, she would eventually find him from there. Her wolf can assist her with that as well.

I’ll vote Reki, even if there is cover, Shin will need to leave it to approach her, and she’ll likely situate herself somewhere where she can see an approach for long enough to kill.
