Frieza easily. He can fly and attack from a distance. If he was in trouble he could just destroy the planet and there's nothing Hulk could do but float in space.
Frieza is arguably tougher as well. He was depleted if energy, cut in half, blasted into the planet and the planet exploded and he still survived.

There's nothing in freiza's arsenal that would actually get past hulk's dura and regen,and again,hulk will only keep getting stronger while freiza keeps getting tired.
Frieza will probably go to destroying the planet,IF hulk hasn't already done so,If you leave hulk floating in space,his body automatically stays in hulk form because of self sustenence,hulk has survived floating in space crashing onto planets and wreaking havoc there on multiple occasions,But floating in space,does count as a BFR.
If this is a normal planet-frieza wins via BFR,if this is some infinitely large planet-hulk wins via well,hulk smash.

That won't kill him, or even uncap him for long. Buu's Regen is as good as Majin Buu's

Their stats are evenly matched and range certainly stops being an issue when you take thunderclaps into consideration.
Hulk would eventually win in a straight fight by virtue of amazing regen comparable to Buu's and practically unlimited stamina and power that grows as the fight progresses.
Frieza's only chance at "winning" would be destroying the planet, and letting hulk float in space, then again, frieza is not FTL enough to fly on his lonesome to other planets within a reasonable timeframe either.

Frieza has the range advantage and flight advantage. I would even say his combat speed is way higher but that's just me. I gotta give Frieza though. He always resorts to destroying the planet. Lmao think about it.

Hulk, Frieza can't do anything to put Hulk down and he would fatigue himself, and blowing up the planet isn't something Frieza does at the start of the fight.

Considering that Hulk didn't do anything to piss off Frieza to the point of torturing him, Frieza probably just blows up the planet.

I feel that the OP is trying his hardest to put this into Hulk's favor. No BFR means that this is a straight slugfest. However, Frieza's flight would allow him to easily keep himself safe while thinking of a plan. His death saucers can easily cut through his own Star level Durability, so I think it's fair to say that it would shred Hulk. The green monster's regen would negate that though.
Frieza's only hope is to completely vaporize Hulk with multiple star-level energy attacks. But, even if he can't, Hulk is not touching Frieza with his flight. Shockwaves aren't enough. I'd say Frieza would takes this High-Diff.
