I see Hal won at least 6.5/10 by simply changing the terrain to one like the vacuum of space where Hulk doesn't have something solid to jump on.

GL actually has a decent LS advantage here, too.
Hulk was forced onto his knees by the weight of a star,
Meanwhile Hal is comparable to someone like Lobo who, lacking leverage, effortlessly swung around Pulsar Stargrave.
