How to rate a Hax

Just a question to answer the ignorance of my friend who does not believe in me.

For example character A has a baseline resistance to a hax, and character B can bypass it, then character C appears which can withstand the hax of character A, does that make character C have a hax resistance 2x than character A?

If so, yes. We call these Resistance Layers (Character C would have a Resistance Layer one layer above baseline) and the Abilities ability to break through these layers Potency.

Okay thx, btw doesn't that count as 2 layer above? because character B hax already counted 1x layer above. hax of character B himself can bypass the resistance of character A who already counted resistance layer baseline.
 
Character A's resistance would only be basline, one layer. While character C's would be one above baseline, two layers, for resisting something that got through baseline resistance.
