It isn't any complex process, just the character in question has to have a greater feat or statement than the ones previously done.

If a character has a good feat or statement but can't improve?

I don't understand, like they can't improve it? It doesn't matter if they can improve it or not, if they show a greater feat than before then they can still have greater hax. But they can't improve it further. But this isn't the case most of the time.

By waiting on new shows/statements/show author statements, or by finding book statements that can upgrade their haxes, abilites or even dimensionality. Otherwise no, they can't ever get greater haxes
