This is mostly to ask the question of if Weiss or anyone else with time dilation used it before the foe they are fighting used time stop then what would happen. Would they be frozen in time or would they be able to more freely or slowly

By standard, no, it may be needed Infinite Speed to freely move in Time Stop; however, if the verse acknowledge relativity and quantum mechanics, anyone that moves at the speed of light would relatively be same as infinite speed due relativistic effects, and if they moved faster than light, then it would be immeasurable.
