Frank (played by Mike Tyson) was a corrupt property businessman with links to organised crime who practiced boxing in his spare time. He and Ip Man get into a confrontation in Ip Man 3 when he tries to forcefully acquire Ip's school. He challenges Ip Man to a 3 minute fight under the condition that if Ip is able to last the 3 minutes, Frank would give up on acquiring Ip's school. Not defeat Frank, LAST 3 minutes. Now Ip is indeed able to do that but just barely.

Through the course of the fight, we see that Frank not only more or less tanks Ip's attacks with minimal damage, he deals considerable damage to Ip ragdolling him all over the place and at the last second of the 3 minutes was actually on the course to win. Ip goes for a groin kick which was missing had he followed through. Meanwhile, Frank went for a uppercut which was millimetres away from connecting with Ip's lower jaw, which would normally mean a KO but with consideration to Ip's stamina feats in Ip Man 2, he may not be knocked out but would still fall to the floor. And with no rules or referees, Frank could have whaled on Ip for the victory. Conveniently, Frank's screen time ends soon after so there is no real answer to who was better or stronger, Frank or Ip Man.
So with the above information in hand, would you agree that Frank was unironically Ip Man's toughest opponent, even though it makes no sense that a random businessman who occassionally practices boxing would be a bigger threat than the world champion of Boxing and several skilled martial arts masters?
