How obscure is too obscure for a profile?

I ask because I see unmade profiles listed for a verse where the profiles are for a characters who only appear in one chapter and don't serve some kind of larger plot purpose. Is there some point where like a character is so irrelevant there is no point in listing them?

I do not personally think that we should feature temporary side-characters without a personality, no.
