How fast would a character be if...

They can attack a massively hypersonic character twice before they can even attack once. It's an enemy in an rpg. This is every time they fight (so it's consistent). Would it be twice the other character's speed?

I'd say slightly above the mid-point of MHS. In fact, that's probably a low-ball, they'd be at the lower ranges of MHS+ if I didn't low-ball it.
