How does Speed Equalized work for Vehicles?

They get lowered by a similar multiplier. Meaning: They retain the advantage on their base speed, simply adjusted to the equalized one.
So if the car/stand/attack is x20 faster than the base speed of the user, they will always be x20 faster even in speed equal matches.
Because stands have such an insane speed advantage over the base speed of the stand user, it's like equalizing speed doesn't matter.

"Projectiles, attacks, etc" it's fairly straightforward.
Cruiser is effectively its own character, while stands are directly part of the users being and soul. Because it has infinite all around, everything gets equalized.

That is handled by speed amp rules, yes.
