How do you scale beings that are canonically digitalized?

The title might give you a headache but I mean things like Monika from DDLC because looking across profiles it seems like it differs with tiers. For example, Mr. Glitch from There Is No Game: Wrong Dimension is a 10-C because he's well, a glitch from the game itself and can't really hurt things in a physical sense, even though in the digital world he data/reality manipulated a whole dimension. But then Monika is Low 2-C for manipulating her whole digital universe. Does it depend on how realistic their digital world is or..?
