I propose downgrading Ralph and Felix from 9-A to 10-C. Ralph exists as a digital entity inside an arcade system and is ultimately just data within the real world.While Ralph displays Small Building level feats inside his game, those feats occur within a contained digital environment, not in physical reality . Because of this, his “destructive capacity” does not translate to real-world physical attack potency.In practical terms, as data, Ralph would not possess the physical capability to damage real-world objects, which aligns more closely with 10-C rather than 9-A.

Based on the link provided by ByArrow, Wreck It Ralph does focus on the VG Worlds and would inherently apply for RE. Humans destroying arcade machines is something perceived as a Low 2-C feat in the perspectives of the VG cast though.

Edit: Not sure on them being universes, but Sugar Rush would be 4-C sized for at least containing a Sun.

Though we don't assume the real world is Low 2-C necessarily, they can have two separate keys, one for the real world, and one for the virtual reality, and both would treat their respective realities as the baseline.

For example, characters from the Matrix have a real world key (9-C), and a Matrix key (Starting at 9-B).

So, we wouldn't treat them destroying an arcade machine as a Low 2-C feat, but we wouldn't downgrade the virtual characters to 10-C either.
We'd evaluate each key from its own perspective.

In short, I would disagree with this CRT.

Now that I think about it, calling those games “universes” might be a bit inaccurate, especially since Felix’s game and Sugar Rush don’t contain universe-sized worlds. In Felix’s case, it’s just the hotel, and for Sugar Rush, it’s essentially a single race track, though it does still have a sky.

Wreck-It Ralph is listed as 9-A, even though the story clearly takes place inside arcade machines, with characters even moving between games by traveling through cables as electricity.

For example, the following characters are consistently rated as 10-C.

• Amanda is 10-C because her world exists inside a tape in-universe.
• Gene is 10-C since The Emoji Movie explicitly takes place within a phone.
• Senpai due to his world being contained within a PS1 game disc.
• The Unknown Lifeforms are rated 10-C because they are virtual constructs created for VR combat training.

In the case of Wreck It Ralph, it is stated he is 9 feet tall and weighs 643 pounds, so I think using that as a basis for comparing and contrasting his surrounding environments is fair game. It be a different story if they just referred to each other as being the size of "Micro particles" or "Bits" where the only references.
