How do we index in such situations?

In the verse, it was stated that vampires possess the ability to hypnotize. And one or two vampires demonstrated this ability. However, all the other vampires did not demonstrate this ability. It was said that the vampire(s) who did not demonstrate this ability had not sufficiently developed this skill.

So they have this ability but cannot use it. How do we index this? Should we not give them this ability at all, or should we give it to them and write a note saying that they have this ability but cannot use it because they have not developed it sufficiently?

Personally, I think the second option is better.

"It was said that the vampires who did not demonstrate this ability had not sufficiently developed this skill" that statement sounds like they just have a much lower level of hypnozis that can do little to nothing to other people, but by developing it, it would be actually threatening

About "how to index this" do you refer to make a both a general vampires physiology pages and indidual vampires page? In the physiology one you should point out the different levels of hypnosis they have and how limited they can be, for the individual vampirea who didn't demonstrate hypnosis, you may give them "limited hypnosis", on top of limited you could even say "possibly" making sure to having doubts on it because of lack of feats and a statement even acknowledging it
