How do I properly downscale and upscale characters?

Basically, I have gotten a calc accepted that would place many characters into 7-C. Several characters are stronger or weaker than that 7-C calc, but not in a different tier. How do I assign AP values or are they just unquantifiable?

Also same thing with speed.

If they are stronger/weaker but still comparable, they just stay the same tier

If they are significantly stronger/weaker, the characters get "At least"/"At most" ratings
