Technically, She-Hulk and Homelander are a bit similar. Homelander isn't enormously different from Scarlet Witch or the comic versions of She-Hulk and Captain Marvel these days either. I can't honestly call them liberalistic though, more like violent authoritarians. I honestly think superpowered beings using their powers to abuse normal people is very similar, practically a parallel, to people with unchecked authoritative power abusing normal people.

Anyway, counted. That's grace.

Is there a reason why she hulk has so many losses? (Does it have to do with lack of hax and lower ap?) skill?

I honestly expected She-Hulk to win this fight. Someone told me her AP was higher, and I most definitely give her the edge in skill.

i would say all of them,

1 she doesn't have very useful hax aside of regen
2 she has very low AP
3 she has little skill, like she isn't that far better than Comic Homelander, even the TV version wich is not very skilled either, is far superior to this She-Hulk

but her AP is just too low
