Honestly, it's a fight between someone who got stomped by the 3 Legendary Birds (Lugia; Pokemon Movie 2000) vs someone who overpowered all 3 Legendary BIrds combined (Ho-Oh; Pokemon Ranger: Guardian Signs). I don't see how Ho-Oh wouldn't win.

Lugia did not want to fight back. It wanted to stop the 3 from fighting. It could've put them down if it wanted to. You saw how Zappos and Moltres were put down due to just being in the vicinity when Lugia finally snapped due to some pretentious Pokémon collector?

If Lugia could have put them down, there would have been no need for Ash or the legend surrounding him.
