Seriously though, Frieza is quite powerful in the series right now, so I thought Hit is a good match-up.

Alright, now that I'm calm.
Hit wins, He is more versatile than Frieza, He can Freeze Time and go to work on Frieza like he did Frost. He can use the Cage of Time (tho it likely wouldn't even get that far), his shockwaves would ignore Frieza's durability and strike his organs, his Vital Spot fighting style and Experience is bad news. He can go intangible and create duplicates and lastly he evolves during battle at a decent rate so he and his Abilities will increase in effectiveness.
Let's not forget Frieza's playful nature. While he is more level headed then he was before Frieza is still cocky and Hit is a serious individual and will go hard from the get go.

Frieza is my favorite.
He is strong but he simply lacks the Abilities to match Hit.

Frieza can endure lethal injuries as it says on his profile (survived being cut in half). I think he'd be able to endure Hit's vital strikes and durability negation.

He can survive serious injuries but he will suffer from the pain and like Frost was, he can easily be knocked unconscious. Even if he could withstand Hit's strikes he won't be able to tag him because of his Time Skip and Intangibility.
