Can someone explain to me where the authour said that dxd high teirs are on par with DB(cuz i went back check it the only thing he said is that the hindu side have cheatike abilites so if he add them it would like a battle from DB so he wpuld save it for the last arc). Also the wyverns which rias uses, isnit it gaind whe issei shares his balance breaker with her would that be called outside help. So please clarify that for me.

I don't remember he said anything like that. Sure DB is a huge inspiration for the author even the fav. series of Issei but i don't think it was said them being DB levels.
