The movies that we used for our tier 1 scaling were Heisei vs Showa, Heisei Generations Forever, and Super Hero Senki. All of which are canon.

Why is Kamen Rider Heisei Generations Forever canon even though Sougo and the Den-O crew do not recognize each other; and also takes place after the finale of the series Kamen Rider Build?

It's non-canon to the main stream of Kamen Rider, but it still happened within the multiverse of Kamen Rider.

Basically what James said. That and the fact that HGF takes place within the real world, automatically putting it outside of the normal Kamen Rider continuity as the real world sees the entire Kamen Rider multiverse as nothing but a work of fiction.
