If a character has a reality > fictional transcendence over 3-D (or higher) structures they see and perceive as fictional to themselves. Would they get HDE or it would just be AP?

Higher dimensional existence or just AP?

that's textbook higher dimensional, yes

Just having an additional dimensional axis isn't evidence for having Tier 2 AP. But transcending a 3-D or 4-D space in a way that lets you freely control it or alter it like with R>F would qualify.
