Is a High 3-A Being with High 3-A Hax, able to damage a Tier 2 or even Tier 1 Character. And I'm not talking about higher dimensional hax.

High 3-A hax isn't really a thing, a 10-B's hax like mind manip would work on a High 3-A.
And no, a tier 2 is outside a High 3-A's ability to harm.
And no, a tier 2 is outside a High 3-A's ability to harm.

IIRC High 3-A can harm baseline low 2-C beings so it would work on low tier 2 beings

I dunno where you heard that, but that's false. The difference in power between High 3-A and Low 2-C is literally uncountably infinite.
Unless you're talking about the "sub-universal 4-D" kind of High 3-A, which... isn't a thing anymore, I believe.
