According to the Stomp Thread page, this match would be an example of a decisive/non-stomp match. Both have wincons, which are ones that let them win instantly, but one can activate a winning ability before the other one can
The reason simon can activate his ability before zeno is because he has preparation time, by the time the fight starts the attack would've already been fired and zeno would never be able to win even if his ability was instant.
Simon has SGGL's probability fluctuating bullets. They would be fired before Zen'ō erases him. Even if Zen'ō does erase him, the beams would've already hit a past version of Zen'ō. The present version of Zen'ō wouldn't exist anymore, and the existence erasure event doesn't happen
Can present zeno erase the beams after they are fired but before the travel to the other zeno's?
 
Even if zeno pulls off his win condition as early as he can he still won't win, not because he's too slow but because the moment he spawns he already lost.

He wouldn't lose immediately, it comes down to who fires it first. They can both win. Simon can't win if he doesn't fire fast enough, vice versa, Zen'ō can't win if he doesn't fire fast enough

Simon KNOWS that he has to fire before zeno erases him, so during his entire preparation time, he can charge his attack and shoot right before zeno spawns to give no chance for zeno to retaliate, and then zeno has no chance of winning from the moment he spawns to his death, unless simon can't shoot before zeno spawns then this is a stomp.

Simon isn't allowed to fire before the battle starts. No one is allowed to fight before a battle starts
