Herbert Downgrade

Herbert (Family Guy)'s currently got "varies" up to 9-A for a single outlier of a feat.

Having a single outlier does not mean a character varies in AP. So, he should be downgraded to the more consistent 10-C.

Agree, Hebert has no other feats comparable to this.

Agreed. That feats far more outlier than it is tier varying. With nothing else to support it, and basically all his other feats making him weak AF, like breaking his hip when paper hit him. 10-C works
