Help with speed calc

Could someone help me by finding out the FPS of this video and then telling me how to find how many frames are in any given time frame? I’m trying to do a speed calc for the shot where the front-runner of the race pans from the left to the right of the screen. I’d appreciate it
 
By the looks of it, that looks 60 FPS assuming this was all recorded on an HQ camera
 
Do you know any free software that allows you to view each individual frame of a video and see it’s FPS? That would solve all of my problems lol
