What prevents O5-1 from deactivating the flaming sword and probably Lucifer's powers as he did with Uriel through his R.A?

Edit: Yes I know it affects O5-1 as well, but he could nullify Lucifer first and then in confusion attack him while reactivate his powers (I hope I have expressed myself well)

Also now that I see the two images, is it me or do they both look very similar?
