Hmmmmmmmmmmmmmm. I'll say Shao Kahn only because Soul Hax, otherwise, He-Man because of speed.

I think Shao Khan might actually be faster since he scales to Raiden, and He-Mans best speed feat (that I know of) is just barely Massively Hypersonic (Mach 104). I think Shao Khan takes this with mid-high difficulty.

Well Shao Kahn has soul hax and reality warping but I don't see anything special listed in He-Man's abilities so mu vote is for Shao Kahn.
