It is consistent with Haku being stated to be stronger than both Kakashi and Zabuza. And based on a scene where Gato appears with his henchman, it is implied Haku is also super strong physically given he blocked their swords with his fingers. And he's also very swift at least, but he also holds back a great deal. He was actively trying not to kill Sasuke and Zabuza also notes that his only weakness is that "He's always been too soft and too kind."
So I personally support his solid tier I also believe KMC0 Naruto should also scale outright.

Well, like I said before, I plan on giving KN0 a ‘Low 7-C+, up to 7-C’ tier. Neji (and those who scale to him, which is pretty much just Gaara’s sand, Gates Lee and Kidomaru) would scale to the lower Low 7-C+ end, and the higher 7-C end would only scale to Retrieval Arc Sasuke.
That’s the simplified version, my full plan is much more extensive than that.

Yeah, looks like we were on the same page the whole time. I personally think Haku, if he wasn’t weakened, could contend with KN0, based off scaling from Neji and co., but I doubt that it’ll get accepted. Will Haku be 7-C or Low 7-C?

Haku’s tier wouldn’t change, since he scales to Kakashi, who’s > Sakon, who’s >= Kidomaru, who’s > Neji, who’s ≈ low-end KN0. There’s enough of a scaling chain for him to be able to upscale. Plus Haku withstood that punch from higher-end KN0.

Yeah, pretty much this. And that’s how he was when he performed his Low 7-C+ feat as well. Basically:
Low 7-C+ KN0 = Naruto drawing on the chakra, but still in control of himself.
