Basically Hakai is used to erase a target's body and soul AKA existence erasure.
On the question of it working on stronger opponents, unless the enemy in question can resist EE or is some higher dimensional being then I don't see why it wouldn't work

Do we always assume that it erases souls? If so, didn't Sindra erase an entire city with hakai? Shouldn't that make anyone that resists hakai have city-level soul resistance?

I mean we did see Beerus erase a ghost before, if you count that as a soul??
This is one of the reasons why DB scalings are F'ed up because there are lot of weird outliers here and there. Assuming that Hakai is a existence erasure then it should nullify resistances shouldn't it??
