Most of the "boundless" beings on this wiki are only a few degrees of transcendence above 1-A. They only get those ratings due to being unfathomably above 1-A biengs which is something that could easily be achieved with "higher dimensional" superiority.
Some tier 0 actually show to be outerversal from an outerversal perspective, which from the perspective of a normal 1-A would basically be boundless and even beyond the concept of transcendence due to how a normal 1-A works in comparison to us. And that level of transcendence is something even a normal outer god in cthulu mythos can achieve. Nyarlathotep would be ranked lower than them since he has shown more limitations despite the fact that his level of transcendence is greater. Which on its own makes no sense.
on top of that even by vs battles standards 1-A is basically almost unquantifiable and requires a lot of guesswork. Same can be said for giving someone a tier 0 rating. Plus a lot of it requires nlf to achieve said rating anyway.
In reality 1-A should simply be the highest tier. But it probably wont happen due to how iconic tier 0 is.

Truly boundless is something a 1-A being could achieve. Someone who surpasses dimensional limitations would logically surpass all concepts, forms of existence, possible and impossible realities etc. No level of transcendence or infinity anybody bound by dimensions can grasp can ever get you to that level. The only difference between that and someone like the creator (umineko) is that the creator just does the same thing to someone already 1-A. In fact every power we have listed on vs battles is something a tier 1-A being could achieve by default realistically.
The term boundless on its own pretty much lines up with the definition of omnipotence which on its own is paradoxial as explained by the omnipotence page. The current tier 0 is basically having someone be more "boundless" than the other. It is basically just a 1-A that is a good level of transcendence and hasnt shown as many limitations. (p.s. i know im derailing but this is a stomp anyway)
The suggverse as an example has its characters supposedly being beyond omnipotent, yet this wiki consideres that illogical and would likely rank them at hyperversal maximum if they were allowed. Omnipotence is also considered illogical and cant be used by the wikis standards. The same thing can arguably be said for "boundless" as a tier.
The only way it would make sense is if you just gave everyone with a specific "level of transcendence" tier 0. Which would probably make the outer gods tier 0 btw.

Yeah. Suggverse is practically unquantifiable nonsense and should be ignored. From what i have seen and heard they are only really several degrees above 1-A at best.
