Yeah, it seems like Groudon should get this one, he resists Electricity and Earth Manipulation, and he also has Statistics Amplification and Healing, as well as Status Effect Inducement. The biggest problem would be Te-Ka's Low-Mid Regen, but Groudon would end up damaging her head sooner or later, or he could just knock her out.

I'm tempted to vote Groudon for the reasons above. I didn't do much research, but unless anyone can provide me reason not to vote in such a way, it's probably a safe assumption to say that I'll take that stance.
