He isn't manipulating fate itself with his ability, he's effecting the "future" by making it so he doesn't die in it through his Reality Warping capabilities. It isn't like Yhwach's Almighty which directly manipulates fate itself.

He does not affect "fate" indirectly either, he's causing himself to become "unkillable" in the future with his Reality Warping, just because he stop an action or event possibly happening in your future doesn't innately = Fate Manipulation. It's just Reality Warping.
