Pretty sure Toji gets his ass kicked. All the funny skill, enhanced senses, analytical stuff, is like Port Ops level goonery.
Raiden is like 20 skill stomps above that. Toji Vs. Null would be more fair (if they had comparable stats anyway), not Raiden who eclipses Null.

And in the end it's still a who hits first type thing, but Raiden can survive being bisected, Toji can't.
 
Now it's literally a who hits first because of stats. Except Gray Fox has an 8-A light cannon which uh, Toji ain't dodging that.
 
Toji has much better precog. When she fully unlocked her enhanced senses, Maki went from getting completely blitzed by Naoya to dodging all of his attacks casually.
 
Is it his standard to do this? Like, does he immediately shoot it in the fight with Snake? Cuz iirc/afaik he went up for his a** with his sword

Gray Fox can fight dudes who fight dudes who have precog that eclipse anything in JJK to the point it isn't even a contest. Literally down to the millisecond by decades precog.

And you're ignoring how Gray Fox skill stomps characters with precog, infoanal, etc. Like nothing Toji has isn't something MGS fodder don't already have by the time of Port Ops, bar the soul inanimate thing, but that doesn't mean much when Mantis exists. Hell when I said Null, I meant Gray Fox in his youth, not an adult Gray Fox.

He wanted to fight to death on equal ground with Snake. He literally didn't use his sword against Snake, he only used it to stop gunfire to force Snake to hand to hand. He had a specific goal there due to what happened in Zanzibarland (fist fight to the death, he wanted a runback).
He has a funny gun and HF blade, he's gonna use both, especially given, he like, does agaisnt everything that wasn't Snake.

By the time of Port Ops, MGS dudes already got stuff like being able to copy moves at a glance, predict what someone will do based on air flow, temperature, miniscule muscle movements, just outright predicting, etc. Fight actual psychics, whatever. Even able to close skill stomps within short order (Naked to The Boss, Ocelot to Naked, even later on we got Old Snake to Ocelot, etc).

Even the Instinctive Action they have is wild. Snake, in order to get around someone who could see the future, read minds, had precog, had retrocog, and is actively using all of them at the same time to never get hit in combination with thought based intangibility, simply just decided to empty his mind completely so it couldn't be read and did the fight on autopilot. Mind you this dude is skilled himself, as part of FOX he underwent a fuckton of military training.
After FOXHOUND was organized into an official unit, very strict selection procedures were adopted. Firstly, potential recruits were only chosen from various special forces (Navy Seals, Green Berets, SAS, etc). Recruits must also pass exams in three different aspects:

Physical
  • Physical fitness test
  • Short distance running
  • Uninterrupted performance of 80 push-ups
  • Uninterrupted performance of 100 sit-ups
  • 50-meter free stroke swim
  • Combat diving skill
  • Cross-country march (travelling 64 km [40 miles] in under 15 hours, carrying a 30 kg [67 pounds] backpack)
Psychological
  • Mental recovery, concentration, endurance, self-control and the fortitude to overcome difficult situations
  • ESP expectancy score
  • Marksmanship
  • Recognizing and making decisions in emergency situations
Intelligence
  • Foreign languages
  • Foreign geography
  • Knowledge of world events
  • Advanced technology
  • Medical procedures
  • Detonation operations
  • Stealth communication
  • Foreign weaponry
After passing the selection courses, the recruits then partake in professional training exercises (also known as drills), which include:
  • Battlefield survival (14 weeks)
  • Shooting practice (must score at least 95% for a target at 914 m [3,000 ft], and 100% for a target at 548 m [1,800 ft])
  • Guard patrol
  • Mountaineering
  • Hand-to-hand combat
  • Border infiltration
  • Guerrilla warfare
  • Land navigation
  • Map-reading
  • Escape and evasion
  • Combat medical skills
  • Rebelling and Ranger practice
  • Weapons familiarization
  • Nautical vehicle control and navigation
  • Diving and underwater infiltration
  • Canoeing
  • Basic military parachute skills (4 weeks)
    • Special operations freefall practice (High-Altitude, Low-Opening [HALO] and High-Altitude, High-Opening [HAHO])
    • 11 jumps carrying little to no combat equipment ("Hollywood")
    • 15 jumps with full combat equipment
    • 2 nighttime jumps
    • 2 mass-tactical strategic jumps
  • Intelligence gathering
  • Language and customs of the destination country (4 weeks)
  • Stealth techniques
  • Improvised explosive devices
  • Utilization of high-tech equipment

why even count it down, Gray Fox has dogshit skill under his belt that it makes Equal Speed look like an advantage to him more than anything alongside having a sword that slices open toji with ease, this is a stomp
